The vision of information and intelligence sharing was born following the publication of the 9-11 Commission Report. The report identified the hazards of siloing intelligence and the need for change. Fusion centers were established to enable state, local, and tribal law enforcement to establish better communication with federal agencies. Today there are 80 fusion centers in the network who work closely with federal agencies such as the Department of Homeland Security and the Federal Bureau of Investigation. First established to combat international terrorism, the fusion center focus now includes domestic terrorism, cyber threats, transnational crime, and domestic crime.
